Manage who can record meetings

I still want to keep admin rights and be able to activate or not this option for other users.
Ideally I would like to have:
- 1 toggle to activate the recording option to all users at the same time
- but also the possibility to activation the recording option on specific users only too
This way, I could authorized for instance only top management to use this feature.
